CBP Webinar: CAPE Phase 2 and IEEPA Refunds FAQ & Updates on IEEPA Refund Guidance for Warehouse Entries

CBP’s Office of Trade will hold a webinar on July 15 covering recent CAPE enhancements related to CAPE Phase 2, along with additional functionality updates and answers to frequently asked questions about IEEPA refunds. Registration is free but space is limited, and a recording will be made available for later viewing. Details are below:

U.S. Customs and Border Protection’s (CBP) Office of Trade is hosting a webinar on Wednesday, July 15, 2026, at 2:00 p.m. ET titled CAPE Enhancements and Questions About Your IEEPA Refunds. This webinar will be present an overview of recent enhancements to CAPE for Type 09 reconciliation entries. CBP will also present additional updates on CAPE functionality and will provide answers to your Frequently Asked Questions. CBP will also take your questions from the web audience. Continuing Education credit will be offered, and recordings will be made available for future viewing.

Additionally, last week CBP published CSMS # 69127837, providing updates on the processing of warehouse entries for IEEPA refunds.

Effective July 7, 2026, warehouse entries (Entry Types 21 and 22) can no longer be filed on a CAPE Declaration. If a warehouse Entry Type 21 or 22 is filed, the claim will be automatically rejected.

Warehouse withdrawals (Entry Types 31, 32, 34, and 38) can still be filed on CAPE Declarations, since IEEPA duties were actually paid at the withdrawal stage rather than the entry stage. Refunds on these withdrawals will occur once the related warehouse entry is liquidated, following CBP’s normal liquidation timeline.

If a warehouse entry was filed on CAPE between April 20 and July 6, 2026, but the matching withdrawal was not submitted, that entry will not receive an IEEPA refund automatically. To address this, filers will need to submit a separate CAPE Declaration specifically for the withdrawal or withdrawals on which IEEPA duties were paid.

Going forward, refunds tied to warehouse entries must be claimed through the withdrawal rather than the original entry. Importers with entries caught in the gap period will need to take additional action to secure their refund. Please contact us should you have any questions regarding this topic.
