Partial Government Shutdown Over - TTB Operations Resume

During the recent federal government funding lapse from January 31 to February 3, 2026, the Alcohol and Tobacco Tax and Trade Bureau (TTB), along with most federal regulatory agencies, was temporarily closed to non-essential activities as appropriations lapsed, resulting in a shutdown period of three days. During that time, routine regulatory and administrative functions, including processing of new permits, Certificates of Label Approval (COLAs), formula applications, and most refund and drawback claims, were paused under TTB’s contingency shutdown plan, with only limited “excepted” work continuing such as essential tax remittance functions and protection of federal property. With the passage of the funding agreement and the reopening of government operations on February 3, 2026, TTB has resumed full operations, and are back to processing the CBMA refunds claims. As TTB works through the accumulated submissions and resumes its full refund operations, importers should anticipate some processing delays for CBMA refunds and other tax claims.
